Project Officer (3-year contract)

The Project Officer is responsible for the externally funded project - “Start from Beginning- Chinese Supporting Scheme for Non-Chinese Speaking (NCS) Students in Kindergartens Extension Project”.  The Project aims to enhance the Chinese Proficiency of NCS students and ensure smooth transition to Primary. The project will cover 2 seed and 20 network kindergartens.
Responsibilities:
- Develop project programme on parental support, implement project activities and oversee the project coordination.
- Develop promotion plan for the project, use various online and offline platforms particularly the social media to promote the project
- Monitor budget and administration work of the project.
- Monitor and evaluate project outcomes.
- Consolidate project experience and disseminate good practices to other NGOs and educational groups.
- Develop resource packs on the transition from K3 to P1 education for the use of the participating schools and parents.
- Act as a key contact point responsible for liaising with kindergartens and parents
- Carry out advocacy research and/or campaigns relating to NCS education or other aspects. 
Requirements:
- Degree holder, with at least 5 years of relevant work experience (social work or education experience preferred) 
- Solid experience in project management and organization skills with great attention to details
- Experience in designing and implementing social and education activities for kindergarten school students
- Understanding of the formal education system
- Knowledge of ethnic minority poverty and education issues
- Good communication skills and good command of spoken and written English and Chinese
- Identification with Oxfam’s mission and vision is highly desirable
